Minutes:

In accordance with the Code of Conduct adopted by the City and County of Swansea, the following interests were declared:

 

1)             Councillor R V Smith declared a Personal & Prejudicial Interest in Minute 159 “Local Authority Governor Appointments” and stated that he had dispensation from the Standards Committee to stay, speak but not vote on matters relating to the Appointment of Local Authority Governors.

 

2)       Councillor L S Gibbard declared a Personal Interest in Minute 167 “New Operating Model at St. Helen’s Ground to Improve the Sporting Offer as a Regional and Community Facility”.

The Deputy Chief Legal Officer submitted a report that sought approval to proceed with a recruitment process leading to the appointment of a permanent Senior Coroner for the Swansea and Neath Port Talbot area.

 

Resolved that:

 

1)             Delegated authority be granted to the Deputy Chief Legal Officer in consultation with the Cabinet Member for Economy, Finance and Strategy (Leader of the Council):

 

a)       To prepare the job description, contractual terms, and appointment process for the post of Senior Coroner and to make arrangements to suitably advertise the post.

 

b)       To take all necessary steps to progress the appointment of a Senior Coroner.

 

c)       In consultation with Neath Port Talbot County Borough Council and the Chief Coroner’s officer, to establish a Panel to draw up a short-list, interview applicants and to appoint the successful applicant as Senior Coroner for Swansea and Neath Port Talbot.

The Cabinet Member for Environment & Infrastructure submitted a report that sought to confirm the Additional Capital Work Programme for highway infrastructure assets.

 

Resolved that:

 

1)             The proposed indicative additional allocations, together with the Financial Implications set out in Appendix A of the report be approved and included in the Capital Programme.

 

2)             Authority be delegated to the Head of Highways and Transportation with the agreement of the Cabinet Member for Environment and Infrastructure to prioritise, finalise and allocate funding to the appropriate schemes in line with the prioritisation approach detailed in this report.

Cabinet were requested to exclude the public from the meeting during consideration of the item(s) of business identified in the recommendations to the report(s) on the grounds that it / they involve the likely disclosure of exempt information as set out in the exclusion paragraph of Schedule 12A of the Local Government Act 1972, as amended by the Local Government (Access to Information) (Variation) (Wales) Order 2007 relevant to the items of business set out in the report(s).

 

Cabinet considered the Public Interest Test in deciding whether to exclude the public from the meeting for the item of business where the Public Interest Test was relevant as set out in the report.
