The Cabinet Member
for Care, Health & Ageing Well submitted a report which set out the annual
review of Swansea Council’s charges (social services), which provides citizens
with transparency on how the Council exercises discretionary powers on the
setting of charges, within the Welsh Government’s statutory framework on
charging for social services, agreed as part of managed care and support.
Resolved that:
1)
The
findings of the annual review of charges be accepted, and that there are no new
service charges (social services) to apply in 2020/21;
2)
An
inflationary increase of 5% is applied to all social services charges;
3)
The
increase in home care charge, as previously agreed by Council be applied, with
effect from 1 April 2020, for the year 2020/21;
4)
The
list of social services charges to apply from 1 April 2020, for the year
2020/21.

presented a report which outlined the Director of Social Services’
Annual Review of charging (social services) 2018/19. The report sets out the Council’s
proposed list of charges for social services 2019/20 to come into effect on 1st
April 2019.
Resolved that:
1) the Annual Review of Charges (Social Services) report by the
Director of Social Services 2018/19 be noted.
2) the proposed 2019/20 List of Charges outlined within the
report be approved.

for Health and Wellbeing submitted a report which sought to review changes to
the Council’s Charging Policy (Social Services) and to agree upon a list of
charges to apply in 2018-2019.

He proposed
amendments to recommendations 3 and 4.
Resolved that:
1) The updated report on the Annual Review
of Charges for Social Care by the Chief Social Services Officer be accepted;
2) A general uplift of 5-6% for all social
services charges, and an above inflation increase to home care charges be
applied;
3) A charge for Day Services - Older People
be introduced following a completion of financial assessments for all services
users;
4) A charge for Day Services – Adults /
Special Needs be introduced following a completion of financial assessments for
all services users;
5) A charge for respite at home is
introduced and aligned with the charge for other forms of home care;
6) The
List of Charges to apply in 2018-2019 be agreed;
7). The amendments
and approves the Charging Policy (Social Services) be noted.

The Cabinet Members for Adults & Vulnerable People and Services for Children and Young People presented a report which sought to review the Charges (Social Services), to establish an annual review and consultation process and to consider amendments to the list of charges to apply in 2017/18.
RESOLVED that:
1. The process of undertaking an annual review of charges for social care is accepted and aligned with the Council’s annual budget setting process in future years;
2. That the proposed inflationary uplift to social care charges is applied for 2017/18.
