Minutes:

In accordance with the Code of Conduct adopted by the City and County of Swansea, no interests were declared.

Minutes:

Resolved that the Minutes of the Economy and Infrastructure Policy Development Committee held on 21 March, 2019, be approved as a correct record.

End of Year Report.

Minutes:

The Director of Place provided an overview of the items discussed by the Committee over the year.  He highlighted the items that Members may wish to be included in the Work Plan for the forthcoming Municipal Year.

 

Tawe River Corridor

 

An update will be provided in the forthcoming Municipal Year.  An update has previously been provided which detailed the master plan for the area.  Progress has been made and it is intended that the Committee will input into the strategy going forward.

 

Pedestrianisation of Wind Street

 

A report is being drafted to Cabinet seeking funding of the ‘Gold’ proposal (which entails Wind Street being designated as one way).  All issues, including, the equality impact assessment, will be developed within the report to Cabinet.

 

Green Fleet Policy

 

The Committee’s input regarding the greenest option in terms of procurement and the hierarchy were examined. 

 

Transportation Strategy

 

There have been several discussions within a local, regional and national context.  Meetings with First Cymru (as part of our strategy) regarding specific projects have been positive. 

 

Homes as Power Stations

 

Work has commenced on the Parc y Helyg site.  A site visit will be organised to view the first retro fit (in line with the Welsh Government decarbonisation agenda) on some of the Council properties in Craigcefnparc.

 

Corporate Housing Policy

 

A policy framework is being developed.

 

Green Infrastructure Policy

 

A draft will be available in May 2019 for the Committee to provide comments. 

 

Implications of Brexit

 

A further update will be scheduled in due course.

 

In summary, the Director of Place stated that the Committee had experienced a very busy and productive year with input into 2-3 strategies which had been approved/due to be approved.

Duke of Beaufort/River Corridor.

Resolved that the item be deferred until the next Municipal Year.

The Chair referred to topics that may form the basis of the Work Plan for the 2019-2020 Municipal Year:

 

1)    River Corridor Draft Strategy.

 

2)    Transportation Strategy (including City Centre Parking).

 

3)    Homes as Power Stations.

 

4)    Green Infrastructure Strategy (economic implications).

 

5)    Swansea’s Economy.

 

6)    Public Toilets (predominately in the City Centre).

 

7)    High Street.
