Minutes:

·         Co-locating services works very well and allows officers to identify problems early to prevent escalation

·         There is a more holistic approach to Anti-Social Behaviour (ASB) now

·         There is a database recording repeat victims and perpetrators

·         Some cases have changed how ASB is dealt with and created much more of a partnership approach

·         There is a 4 step plan to deal with ASB

·         An integrated approach has created ‘one front door’ for ASB issues and means that all relevant teams such as Social Workers, Youth Workers, Team Around the Family etc are involved at the initial stage to prevent duplication

·         The team issues Acceptable Behaviour Contracts (ABCs)

·         The Housing team deal with injunctions in relation to people who have a council tenancy

·         Approximately 30 warning letters per month are sent out and only around 2-3% escalate – very successful approach

·         The team co-ordinate appropriate responses – there is victim and perpetrator support

·         Some challenges between civil disputes which don’t have a criminal aspect – not a police issues and Council can only take action if it is a Council Housing tenant

·         There is a correlation between ASB and poverty

·         Evidence shows there is less crime in more equal societies

·         Diminishing resources for young people are impacting communities

·         Will continue to improve close working

·         New safeguarding model looking at non-statutory aspects e.g social/environmental model

·         Links with Public Services Boards ‘Stronger Communities’

·         Looking at how communities can work together e.g Local Area Co-ordinators

·         Work closely with the University

·         Some projects around ‘good neighbours’ where new tenants are introduced to their neighbours

·         Working with communities is really important

·         Encouraging to hear that such co-operative approaches are in place

·         Small part of a wider social inclusion agenda

·         Data protection is very important

·         Plenty of good work being undertaken and co-ordinated

·         Schools and education also included at many stages

·         Statistics are recorded to trach repeat ‘hotspots’ and trends

·         ASB is difficult to predict and track trends as it is very subjective

·         Activity can be tracked by ward and support and resources allocated accordingly

·         Some issues around drug use and paraphernalia in Uplands – feedback to be taken to Area Planning Board

·         Mental Health is an ongoing issue and discussions at a strategic level are still ongoing

·         Crime prevention is built into the planning stages of developments e.g shopping centres

·         Panel impressed with amount and collaborative nature of work
