Item 28 – Employability – Workshop Session to Explore ‘Fit’ Between Swansea Works and the Tackling Poverty Strategy

 

The Head of Poverty & Prevention and The Vice Chair confirmed that the letter had been sent to the Cabinet Member for Stronger Communities, however he had been unable to attend today’s meeting due to a prior engagement.  The issues raised in the letter would be discussed at the monthly agenda planning meeting which would be held prior to the next Committee.  An update would be provided at the next meeting.

Childcare Sufficiency Assessment 2017-2022. (Presentation)

Minutes:

Sian Bingham, Early Years and Family Support Manager and Allison Williams, Family Resources Manager provided a presentation on the Childcare Sufficiency Assessment (CSA) 2017-2022.

 

The full CSA (230 pages), its action plan and a shorter summary version of the document was available on the Council website: www.swansea.gov.uk/childcaresufficiencyassessment.

 

The Childcare Act 2006 places a duty on Welsh Local Authorities to secure, as far as reasonably practicable, the availability of childcare that is sufficient to meet the requirements of parents in their area who require childcare in order to take up work, remain in work, or to undertake education or training.

 

The Childcare Sufficiency Action Plans should be kept under continuous review and updated and reported upon on an annual basis via progress reports.  Each year local authorities should aim for continuous improvement in securing sufficient childcare provision.

 

Information was provided in relation to:

 

·                 The research methodology used to compile the CSA;

·                 The organisations and groups who were invited to comment on localised childcare sufficiency;

·                 The current landscape;

·                 Statistics on the supply of formal childcare;

·                 The Geographical spread of childcare;

·                 The 3 highest wards where the most frequent number of primary schools were situated;

·                 Flying Start provision;

·                 What the results of the CSA told us;

o     General;

o     Parents / Children;

o     Providers;

·                 A summary of key gaps:

o     Geographical & type gaps;

o     Income gaps;

o     Specific need gaps;

o     Time gaps;

o     Age gaps;

·                 Is there Sufficient Childcare in Swansea?

The Officers confirmed that at the point of data collection Swansea Council has an extensive and broad range of childcare provision that matches the geographical, economic and employment needs of the Local Authority.

 

Members asked a number of questions, which the officers responded to accordingly.

 

The Chair thanked the Officers for their informative presentation.  The Officers would be attending the next meeting scheduled for 24 January 2018 to provide information on the Government Funded Pilot scheme for 3-4 year olds.

The Chair advised that an amended Work Plan would be provided at the next meeting following the Agenda Planning meeting with the Cabinet Member for Stronger Communities, Director, Head of Poverty & Prevention and the Chair / Vice Chair.
