In accordance with the Code of Conduct adopted by the City & County of Swansea, the following interest was declared:

 

Councillor J A Hale - agenda as a whole - wife works in Education Department (Catering) and I am a member of UNISON – personal.

Minutes:

RESOLVED that the Minutes of the meeting of the Appeals and Awards Committee held on 8 September 2015 be approved as a correct record.

Minutes:

The Committee was requested to exclude the public from the meeting during consideration of the item(s) of business identified in its recommendation(s) to the report on the grounds that it/they involve(s) the disclosure of exempt information as set out in the exclusion paragraph of Schedule 12A of the Local Government Act 1972, as amended by the Local Government (Access to Information) (Variation) (Wales) Order 2007, relevant to the item(s) of business set out in the report.

 

The Committee considered the Public Interest Test in deciding whether to exclude the public from the meeting for the items of business where the Public Interest Test was relevant as set out in the report.

 

RESOLVED that the public be excluded for the following items on the agenda.

Allegation of Bullying and Harassment.

Minutes:

The Committee received representations from the Officer concerned.

 

RESOLVED that the meeting be adjourned until 12 May 2016.

 

The meeting adjourned at 10.35 a.m.

 

 

The Appeals & Awards Committee reconvened on Thursday, 12 May 2016 at 9.30 am

 

Apologies for absence were received from Councillor J A Hale.

 

The Committee received further representations from the Officer concerned, who was accompanied on this occasion.

 

RESOLVED that:

 

a)       The matter be referred to a Designated Independent Person (DIP) in order that a comprehensive investigation can be undertaken;

b)       During the period of the investigation, formal suspension would not take place.
