Disclosures of Personal and Prejudicial Interests.

Minutes:

In accordance with the Code of Conduct adopted by the City and County of Swansea, the following interests were declared:

 

1)             Councillor R V Smith declared a Personal & Prejudicial Interest in Minute 140 “Local Authority Governor Appointments” and stated that he had dispensation from the Standards Committee to stay, speak but not vote on matters relating to the Appointment of Local Authority Governors.

 

2)             Councillors R Francis-Davies, E J King & R V Smith declared a Personal Interest in Minute 142 “Leisure Partnership Annual Report 2023-2024”.

The Chair of the Education & Skills Service Transformation Committee submitted a report that presented a draft local authority behaviour policy setting out expectations and responsibilities for rights-based respectful relationships across schools as part of a revised strategy for improving pupil behaviour.

 

The Leader of the Council stated that the Policy title be amended to read “Respect, Rights & Responsibility (Behaviour) Policy”.

 

Resolved that the draft Behaviour Policy be approved.

The Local Authority Governors Appointment Group submitted a report, which sought approval of the nominations submitted to fill Local Authority (LA) Governor vacancies on School Governing Bodies.

 

Resolved that:

 

1)             The following nominations recommended by the Director of Education in conjunction with the Cabinet Member for Education & Learning be approved:

Minutes:

The Cabinet Member for Care Services submitted a report that presented the consultation findings of the Social Services Charging Policy for Social Care, Support Services and other services provided by Swansea Council Social Services and the final charges to apply in 2025-2026 following consultation.

 

Resolved that:

 

1)             The findings of the public consultation be noted as part of the full Integrated Impact Assessment (IIA) as outlined in Appendix C of the report.

 

2)             The Charging Policy for Social Care, Support Services and other services provided by Swansea Council Social Services be accepted as outlined in Appendix A of the report.

 

3)             New charges and revised charges be implemented for the financial year 2025-2026 as outlined in Appendix B of the report.

The Cabinet Member for Investment, Regeneration, Events & Tourism submitted an information report that outlined the partnership operations of key facilities within Cultural Services, Parks and Cleansing portfolio.

The Cabinet Member for Economy, Finance & Strategy submitted a report that sought agreement of the schemes to be funded through the Capital Maintenance programme. He asked that recommendation 2 be amended.

 

Resolved that:

 

1)             The proposed capital maintenance schemes as listed in Appendix A of the report be approved.

 

2)             The Leader of the Council, Deputy Leader of the Council / Cabinet Member for Service Transformation, Cabinet Member for Education and the Head of Building Services and Waste (in consultation with the Head of Education Planning and Resources) be delegated authority to determine further capital projects should additional funding become available.

 

3)             The Director of Finance be authorised to receive any grant forthcoming for Education capital maintenance in 2025-26.
