This report details the options available to the Council to charge a premium of up to 100% of the standard rate of Council Tax on certain second homes and long term empty dwellings. A determination must be made before 31 March 2020 in order for the second home premiums to come into effect from 1 April 2021, premiums on long term empty dwellings could be introduced from 1 April 2020.
