In accordance with the Code of Conduct adopted by the City and County of Swansea, no interests were declared.

Minutes:

Resolved that the Minutes of the Economy and Infrastructure Policy Development Committee held on 20 June, 2019, be approved as a correct record.

Green Infrastructure Strategy.

Minutes:

The Director of Place referred to the consultation and subsequent feedback which focussed on the social, economic and environmental benefits of Green Infrastructure Strategy.  

 

Members noted that work is ongoing in terms of increasing the understanding and visibility of the Green Infrastructure Strategy, especially in terms of future projects (Council Policy/Supplementary Planning Guidance/Green Fleet Strategy). 

 

Members discussed maintenance implications (both for the Council and developers), technical concerns, ensuring developers promote bio-diversity via Section 106 Agreements, costs associated with the removal of Ash trees, identifying target areas, prioritising the City Centre (due to the amount of immediate development currently taking place), encouraging community and school based ownership for the environment and the climate change emergency.

 

The Director of Place indicated that the final draft would be available for the Committee’s consideration in September with a view to the Strategy being considered by other stakeholders and adopted by Council by the end of the year.

 

The Chair thanked the Director of Place for his informative presentation.

 

Resolved that:

 

1.     The draft Green Infrastructure Strategy be scheduled for discussion at September’s meeting;

2.     The Director of Place consider the inclusion of community/school engagement;

3.     The Director of Place consider the appropriate decision making route in terms of Section 106 Agreements.

12.

Swansea's Economy (Tourism).

Minutes:

The Director of Place referred to the method of calculating the economic impact of tourism which as used across the UK.

 

Members noted that the economic impact of tourism on Swansea had increased by 30% since 2017 and the trend was increasing year on year. In so far as impact in supporting number of jobs, this had increased by 1% since 2017.  Data is captured in terms of weekend visitors, day visitors and longer term visits and where they stay.

 

The Director of Place suggested that the Head of Cultural Services (or relevant Officers be invited to provide a comprehensive overview.

 

Resolved that the Head of Cultural Services (or relevant Officers) attend the meeting scheduled for 17 October, 2019.
