Minutes:

Resolved that the Minutes of the People Policy Development Committee held on 7 November 2018 be approved and signed as a correct record.

Transition - Proposals to Improve, Particularly Focussing on Voice and Choice of Citizens. (Presentation)

Minutes:

The Principal Business Development and Commissioning Lead provided a presentation on the current plans to improve transition, particularly focusing on the voice and choice of citizens.

 

The presentation focussed on the following questions:

 

1.               What is the subject we are seeking views on?  

2.               Why are we are doing it?

3.               Who will we need to involve?

4.               How will we make sure people can make informed decisions?

5.               What will we do with the results and how will we share them with people?

6.               What resources will we use and what is the proposed timeline.

7.               Outcomes?

 

The outcomes would result in:

 

                  An improved Protocol;

                  Children and young people would have a better knowledge of their right to be heard and opportunities to share their views;

                  The Council could be proud of the work undertaken and would want to highlight and celebrate the role that young people have had in developing the protocol;

                  It would evidence the importance and impact of co-producing services with children and young people.

 

The Chair thanked the Principal Business Development and Commissioning Lead for the comprehensive presentation.

 

Comments from the Committee focused on:

 

·                 The voice of young people is very important, particularly in the sphere of services that are provided;

·                 Utilise Pupils Voice and Big Conversation if possible and work with schools;

·                 All children should be able to access the facilities;

·                 Children first and not to be defined by any disability;

·                 Whether Councillors could be involved in part of the process by attending relevant events?;

·                 Highlighted the lack of specialist teaching facility provision in some Welsh Medium Schools, particularly after KS2.

 

Resolved that:

 

1)              The presentation be noted;

2)              An update on progress be provided at the next meeting.

Draft Report of the Chair of People Policy Development Committee - Adverse Childhood Experiences (ACE). pdf icon PDF 1 MB

Minutes:

The Chair presented the draft Cabinet report of the People Policy Development Committee in relation to the work undertaken on Adverse Childhood Experiences (ACEs). 

 

The Draft Integrated Well-being Strategy for Children & Young People was attached at Appendix 1, supported the report.

 

The Social Services Strategy and Performance Improvement Officer explained that a full Equality Impact Assessment would be carried out via more focused work on the actions alongside the strategy.

 

Whilst there was concern that Swansea’s approach to well-being could seem to be focusing solely on children and young people, and that traumatic experiences can affect children through into adulthood, it was also acknowledged that there had to be a starting point for taking ACEs framework forward.

 

Resolved that the report proceed to Cabinet on 17 January 2019.

The Chair outlined the Work Plan for 2018-2019.

 

Resolved that the Work Plan for 2018-2019 be noted subject to the addition of the following:
