C Anderson, Cabinet Member for Community presented a report which further updated the Committee on progress on the delivery of the Waste Strategy 2022-25. 

 

It was outlined that the Waste Strategy 2022-25 was approved by Council in January 2022 and was attached as Appendix A. 

 

It was added that the following actions from the Service Improvement Action plan had been successful implemented:

 

·       Thermal Treatment Contract

·       Push on Keep it Out Campaign

·       Recovery of Recyclables

·       Green Waste from Meadows

·       Paper Line Reject Reductions

 

The potential future challenges were set out in Section 8 of the Waste Strategy, although there were no firm timings or progress on these as yet.

 

The Committee asked questions of the officer, who responded accordingly.  Discussions centred around the following: -

 

·       Expanding the amount of items collected at the kerbside and the difficulties this could cause to collection vehicles and the amounts they can transport.

·       Dealing with specific items, e.g. crisp packets, how large scale collection would not be cost effective for the Council who direct those who wish to recycle crisp packets to appropriate charities.

·       Ongoing investigations by local authorities / Welsh Government looking at recycling soft plastics and the equipment required.

·       Recycling food waste and the current arrangements in place.

·       EPR ensuring that products and packaging are kept to a minimum, particularly takeaway packaging and challenging producers to record details of purchasers on the packaging which is a huge issue.

·       Recycling bins being placed in streets / parks and the constant contamination issues being faced due to users placing rubbish in the wrong bins.

·       Promoting home composting but also ensuring that the correct products are used.

·       The difference in recycling vehicles across Wales, the different methodology used and how Swansea compared favourably to other authorities.

·       The difficulties of merging services with other neighbouring local authorities.

·       Welsh Government blueprint for sorting rubbish and how sorting affects the quality of the materials.

 

Resolved that the contents of the report be noted.
