Minutes:
- Craig Gimblett Corporate
Health, Safety, Emergency Management and Wellbeing Manager attended to
give the Panel an overview and update of his service
- The Panel commented that
they were disappointed the old Joint Resilience Committee with Neath Port
Talbot had been disbanded without consultation
- The Panel felt that a
committee should be in place regarding such an important topic
- Craig commented that
Swansea has different challenges in relation to risk
- Swansea and Neath Port Talbot
share some services and would both assist each other in the case of an
emergency
- The department carries out
a range of desktop and practical exercises
- The department links in
with Mid and West Wales Fire Service the South Wales Police and has good relationships
with other stakeholders
- In the event if an
incident, the department would support other emergency services and have a
strong visibility in the community
- The department also plan
and assess ongoing and new risks
- There is some immediate
investment being made into the department to facilitate moves and new
equipment but it is a small budget overall
- Discussed how information
was disseminated to Councillors regarding what they do in the case of an
emergency. Some councillors have had no information at all
- Discussed Swansea’s plans
around business continuity in the case of an incident
- Craig informed the Panel
about some of the work which has been undertaken with schools, night time
rangers and city centre staff
- There was a circulation
for councillors previously around Emergency Management and Resilience but
it hasn’t been sent out as standard to all Councillors
- The Civil Contingencies
duty is due to be devolved to Welsh Government on 1st April
2018. This may impact financial assistance in relation to incidents, but
more will be known at a later date
