The minutes of the Public Services Board Scrutiny Performance Panel meeting, held on 4 July 2020, were agreed as an accurate record.

The Panel held a discussion on Early Years, which is one of four Public Services Board Well-being Objectives.

 

The Panel received a report from Swansea Bay University Health Board, which is the lead PSB partner on this objective. The report provided the Panel with an overview of activities and progress against a number of key ‘steps’ to deliver improvement, and difference made.

 

The Panel heard from a range of people including Dr. Keith Reid, Executive Director of Public Health at Swansea Bay University Health Board, who is the new strategic lead for this well-being objective, Siân Harrop- Griffiths (Executive Director of Strategy, Swansea Bay University Health Board), Nina Williams (Public Health Wales NHS Trust), Claire Fauvel (Public Health Wales NHS Trust) and Gary Mahoney (Early Years Progression Officer, Swansea Council).

 

Discussion focussed on:

 

·       Leadership on this objective and efforts from all involved to give children the best start in life

·       An evaluation of a Primary Care Early Years pilot in Penderi Cluster.

·       An evaluation of the Jig-So Project Journey.

·       Work to scope and map the early years system so that there is a better understanding of what services are out there and improve co-ordination and integration.

·       Examples of the work involved and impact made by the Flying Start Programme, Jig-So Project, and Primary Years Pilot, around improving health, habits, relationships, and development of skills and resilience.

·       The possible rollout / scaling up of approaches across Swansea given demonstrated cost savings and benefits

·       The challenge of limited resources

·       Issue around Flying Start coverage

·       Work done to improve awareness and understanding of the impact of Adverse Childhood Experiences.

·       Planned improvements in perinatal mental health care.

·       The importance of early intervention to help children and families with needs, and the vital role of midwifery as first contact to identify support and referral to appropriate services.

·       The difference being made by the Public Services Board.

·       The need for clear milestones / indicators that can show both short-term and long-term improvement

 

The Panel considered the information provided, asked questions, and gave views on progress.

 

The Chair thanked all for their input.

 

AGREED that the Panel write to the Chair of the Public Services Board with its views about progress with the delivery of actions in respect of the Early Years           objective, and outcomes.

PSB Well-being Objective Progress Update: Live Well, Age Well. pdf icon PDF 324 KB

Minutes:

The Panel held a discussion on Live Well, Age Well, which is one of four Public Services Board Well-being Objectives.

 

The Panel received a report from Swansea Council, which is the lead PSB partner on this objective. The report provided to the Panel enabled it to understand progress to date with the Live Well, Age Well objective and key steps, as well as the developing future priorities.

 

The Panel heard from Councillor Clive Lloyd, Chair of Swansea PSB, Councillor Mark Child, Cabinet Member for Care, Health & Ageing Well and chair of the Objective Delivery Group, Adam Hill, Strategic Lead Officer, and operational lead officers, Jane Whitmore and Julie Gosney.

 

Discussion focussed on:

 

·       The work on citizen engagement and participation through mechanisms such as the Big Conversation, Live Well, Age Well Forum (updated version of the 50+ Forum), and other intergenerational opportunities.

·       The ‘Digital Friendly Generations’ ongoing digital storytelling project that has been successful in bringing together the young and older people of Swansea.

·       The Local Area Co-ordinators approach.

·       The three key thematic priorities for the future, to deliver on the well-being objective and ensure partnership buy in, with actions planned for the coming year: A City for All;  Active Travel; and Healthy Literacy / Healthy Ageing.

·       The role of other community-based groups, including churches, in efforts and the wider network to engage with people.

·       The work going on in the Third Sector, with SCVS as the umbrella body, which are saving costs for statutory partners.

·       Concern about the impact of air pollution on our ability to live well and age will.

 

The Panel considered the information provided, asked questions, and gave views on progress.

 

The Chair thanked all for their input.
