Flying Start Capital Bid 2019/20. PDF 121 KB Minutes: The School Project Business Case Development Manager presented a report to outline the capital proposal included in the Capital Funding Application submitted to the Welsh Government in respect of the Flying Start Programme 2019/20. The WG has asked Local Authorities to bid for additional capital funding to help maintain the standards of provision for existing Flying Start settings. They have advised that this request does not represent a commitment that funding is available this financial year, and authorities are not invited to submit bids to increase or expand Flying Start provision at this time. The main focus of the funding is to address business continuity and health and safety issues. Councillor C E Lloyd (Vice Chair) presided. Resolved that the bid as detailed, together with financial implications, be included in the capital programme, in anticipation of the bid being approved by Welsh Government. |

Grant to Support Reducing the Need for Children to Enter Care in 2018-19. PDF 100 KB Minutes: The Principal Business Development and Commissioning Lead presented a report to advise the Panel of the award of funding in relation to the Grant to Support Reducing the Need for Children to Enter Care in 2018/19. Welsh Government awarded the grant directly and did not require an application from the Council. Allocations have been offered to all Welsh Councils in recognition of the financial pressures faced by Councils as they seek to manage escalating demand for statutory Child and Family Services. The offer to this Council is for £76,620 to be paid out within the 2018/19 financial year. Resolved that the Panel note the implications contained in the report and retrospectively approve the acceptance of the Grant. |
