Minutes:

In accordance with the Code of Conduct adopted by the City and County of Swansea, the following interests was declared:

 

Councillor A M Cook - personal - Minute Nos. - Ward Member from Cockett - one of the wards that was shortlisted.

 

Councillor J P Curtice - personal - Minute Nos.  - Ward Member from Penyrheol which abuts two of the five previously nominated sites.

 

Councillor R A Clay – personal & prejudicial – Minute no.   Llansamlet Ward Councillor and Secretary of the former campaign in the Ward against a second site.

Prohibition of Whipped Votes and Declaration of Party Whips.

Minutes:

In accordance with the Local Government (Wales) Measure 2011, no declarations of Whipped Votes or Party Whips were declared.

The Chair referred to the fifth evidence session which would focus on evidence from members of the public and other Councillors who had contacted the Committee.

 

The following persons were in attendance to provide evidence:

The Chair invited Councillor Jennifer Raynor to speak.

 

Councillor Raynor referred to her submission and advised that she would make copies available to Committee Members.

 

Councillor Raynor read her submission to the Committee and referred to Minutes of the Gypsy Task and Finish Group held on 8 March 2012, 10 April 2012, 19 July 2012 and 27 September 2012, which were circulated to Committee Members.

 

Questions were asked regarding the needs assessment. The meeting that was held on 7 September 2012, and the format of this. Questions were also raised regarding the process, the park and ride site, the weighting used and the views of the gypsy families.

 

The Chair thanked Councillor Raynor for her submission.

 

The Chair invited Mr Tom Jenkins to speak.

 

Mr Tom Jenkins referred to his submission and advised that he would make copies available to Committee Members.

 

Mr Jenkins read his submission to the Committee.

 

A question was asked regarding the leaflet regarding the provision of a gypsy site that he referred to in his statement.

 

The Chair thanked Mr Tom Jenkins for his submission.

 

The Chair invited Mrs Hilary Jenkins to speak.

 

Mrs Jenkins referred to his submission and advised that she would make copies available to Committee Members.

 

Mrs Jenkins read her submission to the Committee.

 

A question was asked regarding smaller sites and the dispersal of these.

 

The Chair thanked Mrs Hilary Jenkins for her submission.

 

 

The Chair invited Mr Philip Robins to speak.

 

Mr Robins referred to his submission and advised that he would make copies available to Committee Members.

 

Mr Robins read his submission to the Committee.

 

A Councillor indicated that she was aware of Mr Robins concerns that had been raised in a ward meeting.

The Chair invited Mr Lawrence Bailey to speak.

 

Mr Bailey referred to his submission which had already been submitted to Committee Members.

 

A question was asked in respect a meeting in the West Glamorgan Agreement was discussed.

Minutes:

It was suggested that Councillor C A Holley be invited to the next meeting to submit evidence. It was also suggested that it may be beneficial if former Councillor John Hague, as former Chair of the Gypsy Task and Finish Group also be invited. It was then proposed that officers consider and analysis all this evidence.

 

RESOLVED that

 

a.       The Overview and Scrutiny Manager circulate proposed dates of the         next meeting to Committee Members;

 

b.       Details of individuals interest in the matter be included in the           documentation prior to them providing evidence to the Committee.
