Disclosures of Personal and Prejudicial Interests.

Minutes:

The Chief Legal Officer gave advice regarding the potential personal and prejudicial interests that Councillors and / Officers may have on the agenda.

 

The Head of Democratic Services reminded Councillors and Officers that the “Disclosures of Personal and Prejudicial Interests” sheet should only be completed if the Councillor / Officer had an interest to declare. Nil returns were not required. Councillors and Officers were also informed that any declarable interest must be made orally and in writing on the sheet.

 

In accordance with the provisions of the Code of Conduct adopted by the City and County of Swansea the following interests were declared:

 

1)             Councillors S Bennett, R Francis-Davies, T J Hennegan, M B Lewis, P Lloyd, S J Rice & T M White declared a Personal Interest in Minute 102 “Medium Term Financial Plan 2025/26 - 2027/28”.

 

2)       Councillors S Bennett, P N Bentu, J P Curtice, R Francis-Davies, T J Hennegan, M B Lewis, P Lloyd, S J Rice & T M White declared a Personal Interest in Minute 103 “Revenue Budget 2024/25”.

The Presiding Member referred with sadness to the death of Beverley Smith, father of Councillor R V Smith. Councillor Smith and his family thanked Councillors from all sides of the Chamber and Officers for their kind wishes.

 

All present stood as a mark of sympathy & respect.

a)             International Women’s Day - 8 March 2024

The Leader of the Council thanked those Councillors that were wearing purple items of clothing in support of International Women’s Day which will be held on 8 March 2024.

 

b)            Cwtch Mawr, Swansea – The First Multibank in Wales

The Leader of the Council stated that he attended the opening of the First Multibank in Wales earlier that day alongside Gordon Brown (Former Prime Minister) & Mark Drakeford (First Minister of Wales).

 

He stated that a was a clothes bank, bedding bank, baby bank, hygiene bank and furniture bank all rolled into one. The idea is simple: companies have the surplus goods people need and local charities know the people who need them. The Multibank initiative connects the two to reduce the effects of both poverty and environmental waste.

 

c)             Swansea - The UK’s First Defibrillator Friendly City

The Leader of the Council welcomed Henry Gilbert, Simon Tucker & Peter Harris of the Heartbeat Trust UK. He stated that Swansea had over 450 publicly accessible defibrillators and over 200 defibrillators that were accessible in other locations.

 

He stated that Swansea had recently been recognised as the UK’s First Defibrillator Friendly City. Several lives had already been saved due to the defibrillators within Swansea.

Public Questions.

Questions can be submitted in writing to Democratic Services democracy@swansea.gov.uk up until noon on the working day prior to the meeting. Written questions take precedence.  Public may attend and ask questions in person if time allows. Questions must relate to items on the open part of the agenda and will be dealt within a 10 minute period.

The Section 151 Officer submitted a report that set out the rationale and purpose of the Medium Term Financial Plan, detailing the major funding assumptions for the period and proposes a strategy to maintain a balanced budget.

 

Resolved that the Medium Term Financial Plan 2025/26 to 2027/28 be approved as the basis for future service financial planning.

The Section 151 Officer presented the report including a minor update on the final local government grant settlement figure. Councillors asked a series of technical questions of the Section 151 Officer. The Section 151 Officer responded.

The Presiding Member stated that two budget amendments had been received. One from the Uplands Group and one from the Liberal Democrats / Independent Opposition Group.

 

Uplands Group Amendment

Proposed by Councillor S J Rice. Seconded by Councillor P N May.

 

The amendment being:

 

Remove the additional £0.7m allocated to the Education ICT Reserve and instead allocate an additional £0.7m to the former Highways PATCH team.

 

Following debate and a vote, the amendment was not supported.

 

Liberal Democrats / Independent Opposition Group Amendment

Proposed by Councillor P M Black. Seconded by Councillor E W Fitzgerald.

 

The amendment being:

 

Temporarily reduce the proposed council tax one off only from 5.99% to 4.99%. The cost of the reduction in the council tax will cost around £1.169 million net of CTRS (Council Tax Reduction Scheme) and is to be funded from a one-off draw from the Capital Equalisation Reserve. The S151 officer advises the reduction would need to be fully reinstated and caught up the following year, all things being equal, albeit recognising the following years budget will be subject to separate further discussion and debate at the time.

 

Introduce free parking on targeted surface car parks in the city centre from 10.00am to 3.00pm on Monday through to Thursday (i.e. removing the charges in 3 existing city centre surface car parks - Oxford Street, Pell Street and Northampton Lane). The costs of the parking changes, including anticipated minor modification to other usage and parking habits elsewhere, are estimated at around £0.058million. The cost to be met by a draw from Capital Equalisation Reserve. Those car parking charges would then revert the following year.

 

Following debate and a vote, the amendment was not supported.

 

Substantive Motion

Discussion took place on the substantive motion.

 

Resolved that:

 

1)             The Revenue Budget for 2024/25 as amended and detailed in Appendix A of the report be approved.

 

2)             The Budget Requirement and Council Tax Levy for 2024/25 as detailed in Section 9 of the report be approved.

The Presiding Member stated that two budget amendments had been received. One from the Labour Group and one from the Uplands Group.

 

Labour Group Amendment

Proposed by Councillor R C Stewart. Seconded by Councillor A S Lewis.

 

The amendment being:

 

To draw £1m one off from the capital equalisation reserve (CER) and utilise the existing £2m allocated from the Insurance reserve to provide a total of an extra £3m for additional highways related works this year.

 

To draw £1m one off from the capital equalisation reserve (CER) to support the delivery of additional community priorities. The scheme would provide additional resources for councillors to support community priorities in their wards.

 

To draw £1m one off from the capital equalisation reserve to begin the process of upgrading changing room facilities across the county, to ensure they can be used by girls as well as boys.

 

Following debate and a vote, the amendment was supported. The amendment became the substantive motion.

 

Uplands Group Amendment

Proposed by Councillor S J Rice. Seconded by Councillor P N May.

 

The amendment being:

 

Remove all future expenditure on Skyline (£4.1m).

Remove Swansea Vale Car Park Facility (£3.1m).

 

Re-invest the saved £7.2m into:

·                Additional £5m to carriageway resurfacing.

·                School Energy Efficiency and Air Quality Fund - £2.2m.

 

Following debate and a vote, the amendment was not supported.

1)             The transfers between schemes and the revised budgets for schemes in 2023/24 be approved.

3)             Those individual schemes in Appendix B of the report which are programmed over the 4-year period as described in the report, be committed and their financial implications for funding over 4-years be approved.

 

4)             The prioritised approach to setting the work programme that is set out in the report be approved.

The Section 151 Officer submitted a report that outlined several statutory resolutions to be made in accordance with the Regulations in the setting of the Council Tax 2024-2025.

 

As a result of the amendments made to the Revenue Budget 2024-2025 and a change to the settlement from the Welsh Government, the figures within the Statutory Resolution were amended.

 

Resolved that:

 

1)       The statutory resolutions as set out below be noted and adopted.

 

2)       It be noted that at its meeting on 7 December 2023 the Council calculated the following amounts for the year 2024/2025 in accordance with Regulations made under Section 33(5) of the Local Government Finance Act 1992 (as amended):

3)       The following amounts be now calculated by the Council for the year 2024/2025 in accordance with Section 32 to 36 of the Local Government Finance Act 1992:

 

(a)           £917,266,676 being the aggregate of the amounts which the Council estimates for the items set out in Sections 32(2)(a) to (d) of the Act.

 

(b)           £326,437,690 being the aggregate of the amounts which the Council estimates for the items set out in Sections 32(3)(a), 32(3)(c) and 32(3a) of the Act.

 

(c)           £590,828,986 being the amount by which the aggregate at (3)(a) above exceeds the aggregate at 3(b) above, calculated by the Council, in accordance with Section 32(4) of the Act, as its budget requirement for the year.

 

(d)           £434,602,822 being the aggregate of the sums which the Council estimates will be payable for the year into its Council Fund in respect of redistributed non-domestic rates, and revenue support grant less discretionary Non Domestic Rate relief.

 

(e)           £1,665.47 being the amount at (3)(c) above less the amount at (3)(d) above, all divided by the amount at (2)(a) above, calculated by the Council, in accordance with Section 33(1) of the Act, as the basic amount of its Council Tax for the year.

 

(f)            £2,205,986 being the aggregate amount of all special items referred to in Section 34(1) of the Act.

 

(g)           £1,641.95 being the amount at (3)(e) above less the result given by dividing the amount at (3)(f) above by the amount at (2)(a) above, calculated by the Council, in accordance with Section 34(2) of the Act, as the basic amount of its Council Tax for the year for dwellings in those parts of its area to which no special items relate.

The Section 151 Officer submitted a report that sought to approve the Treasury Management Strategy Statement, Prudential Indicators, Investment Strategy and Minimum Revenue Provision Policy Statement for 2024/25 and note the Interim Year Treasury Management Review 2023/24.

 

Resolved that:

 

1)             The Treasury Management Strategy and Prudential Indicators (Sections 2-7 of the report) be approved.

 

2)             The Investment Strategy (Section 8 of the report) be approved.

 

3)             The Minimum Revenue Provision (MRP) Statement (Section 9 of the report) be approved.

 

4)             The Interim Year Treasury Management Review 2023/24 (Appendix H of the report) be noted.

 

5)             The Annual Treasury Management Report 2022/23 (Appendix I of the report) be noted.

The Cabinet Member for Investment, Regeneration, Events & Tourism submitted a report that sought to formally name the new Coastal Park adjacent to Swansea Arena as the Amy Dillwyn Park.

 

Amy Dillwyn (1845-1935) was a much-loved icon of Swansea life, famous for her unconventional outward manner, rock solid liberalism and her unflinching but always non-violent feminism. She wrote six novels; her themes included feminism and social reform. She joined the National Union of Women’s Suffrage Societies and campaigned for votes for women.

 

Resolved that the Coastal Park adjacent to Swansea Arena be named as the Amy Dillwyn Park.

Councillor S J Rice asked “Having looked at the Education Capital Programme and slippage within the programme. When you compare the budget reports last year with this year, it appears that there has been substantial slippage in the Education Capital Programme. Why has Bryntawe, Gowerton, Loughor & Kingsbridge moved back about 2-years in the prospect of their build?”
