Apologies for absence were received from Councillors W J F Davies, D G Sullivan, C Thomas and L Tyler – Lloyd.

In accordance with the Code of Conduct adopted by the City and County of Swansea, no interests were declared.

To approve and sign as a correct record the Minutes of the meeting of the LA Governor Panel held on 7 August 2014.

RESOLVED that the Minutes of the LA Governor Panel held on 7 August 2014 be approved as a correct record.

The School and Governor Unit Manager provided a for information report on the current list of LA Governor Vacancies.

The LA Governor Panel was requested to exclude the public from the meeting during consideration of the items of business identified in the recommendation to the report on the grounds that they involve the likely disclosure of exempt information as set out in the exclusion paragraphs of Schedule 12A of the Local Government Act 1972, as amended by the Local Government ( Access to information) ( Variation) ( Wales) Order 2007, relevant to the items of business as set out in the report.

The LA Governor Panel considered the public interest test in deciding whether to exclude the public from the meeting for the items of business where the public interest test is relevant as set in the report.

It was RESOLVED that the public be excluded for consideration of the following items.

The School and Governor Unit Manager reported on the applications for L A Governor vacancies that required decision.

AGREED that the  following nominations be recommended to Cabinet for approval:-

1.       Pennard Primary School - Councillor Desmond Wilfred William Thomas

2.       Clase Primary School – Mrs Lesley Christine Evans

The Report of the Director of People was submitted to the Committee regarding Local Authority Governor Appointments Consultation together with additional correspondence that was circulated. The Panel’s  views were sought on whether a Chair of the Governors / Governing Body of the School should be consulted when applications are received by the Panel for LA Governor vacancies and whether the current procedure of consulting with Headteachers only continues. The Panel discussed the various options.

The Panel considered that it would be beneficial if more information be provided on the application form and a statement be included on the form to indicate that this would be the document used to make a decision.

AGREED that :-

1.       No party in future be consulted.

2.       The application form be amended as indicated above.

The School and Governor Unit Manager provided a for information report on the current list of L A Governor applications held on file.
