Exclusion of the Public. PDF 237 KB Minutes: The Committee was requested to exclude the public from the meeting during the consideration of the items of business identified in the recommendations to the report on the grounds that it involved the likely disclosure of exempt information as set out in the exclusion paragraph of 12A of the Local Government Act 1972, as amended by the Local Government (Access to Information)(Variation)(Wales) Order 2007, relevant to the item of business as set out in the report.
The Committee considered the Public Interest Test in deciding to exclude the public from the meeting for the items of business where the Public Interest Test was relevant, as set out in the report.
Resolved that the public be excluded for the following items of business.

Town Police Clauses Act 1847 and Local Government (Miscellaneous Provisions) Act 1976 - Application for the Grant of a Restricted Hackney Carriage and Private Hire Driver's Licence - AJ. Minutes: The Service Manager
reported that AJ had requested that the matter be deferred and detailed the
reasons for the request. Resolved that: 1) AJ’s request
for a deferment be granted. |

Town Police Clauses Act 1847 and Local Government (Miscellaneous Provisions) Act 1976 - Restricted Hackney Carriage and Private Hire Driver's Licence - MRD. Minutes: The Service Manager
detailed the background in relation to MRD. The Lawyer
advising the Committee responded to a Member question. The Lawyer advising
the Committee responded to a question from Mr W. MRD, accompanied by
Mr W, explained the circumstances relating to the matter and answered Members’
questions. Following a request
from Mr W, the Lawyer advising the Committee read character references in respect
of MRD. Resolved that: 1) MRD be issued a warning
regarding future conduct. |

Town Police Clauses Act 1847 and Local Government (Miscellaneous Provisions) Act 1976 - Application for the Grant of a Hackney Carriage and Private Hire Driver's Licence - JLC. Minutes: The Service Manager
detailed the background in relation to JLC. She stated that JLC
had requested that the matter be dealt with in his absence. Furthermore, she referred to a letter
submitted by JLC which he had requested be considered by the Committee. The Lawyer advising
the Committee read the contents of a redacted version of the letter. Members asked
questions of the Officers who responded accordingly. Resolved that: 1) JLC’s request that the
matter be dealt with in his absence be granted. 2)
JLC’s application for the grant of a Hackney Carriage and Private
Hire Driver’s Licence be refused. Reason
for Decision The Committee deemed that JLC
was not a fit and proper or safe and suitable person. |
