Delivering Improved Community Services for Older People - Section 33 Agreement. PDF 2 MB Minutes: The Cabinet Member for Services to Adults and Vulnerable People submitted a report which sought consideration and approval of: i) An analysis of progress in the implementation of the business case approved in May 2014 to deliver integrated intermediate care services at an optimal scale; ii) An integrated service model, ‘What Matters to Me’ to meet the well-being, care and support needs of older people; iii) A formal agreement for the provision of adult and older people (intermediate care) services between City and County of Swansea and Abertawe Bro Morgannwg University Local Health Board (ABMU HB) in accordance with Section 33 of the National Health Service (Wales) Act 2006. RESOLVED that: 1) The progress made in the implementation
of the business case to deliver integrated intermediate care services at an
optimal scale approved in May 2014 be noted; 2) The ‘What Matters to
Me’ model be approved as the overarching service model for integration of
community health and social care services to meet the well-being, care and support
needs of older people 3) Entering into the
overarching partnership agreement in accordance with Section 33 of the National
Health Service (Wales) Act 2006 for the provision of intermediate care services
between City and County of Swansea and Abertawe Bro Morgannwg University Local
Health Board (ABMU HB) for Adult and Older People’s Services be approved; 4) The financial position be noted and the finance contributions by the City and County of Swansea and ABMU Health Board extracted from the Intermediate Care Agreement in accordance with Section 33 of the National Health Service (Wales) Act 2006 set out in Appendix 2 of the report be approved. |

Supporting People Programme Grant - Local Commissioning Plan 16/17. PDF 83 KB Additional documents: Minutes: The Cabinet Member for Services
for Adults and Vulnerable People submitted a report which sought approval of
the Supporting People Local Commissioning Plan (LCP) priorities for 2016-2017. The report also summarised the key issues and
challenges for commissioning with the Supporting People Programme Grant and
gave a financial overview. RESOLVED
that: 1) The Supporting People Local Commissioning Plan priorities be noted and approved for sharing with Western Bay Supporting People Regional Collaborative Committee to inform the development of a regional plan. |

Minutes: The Cabinet Member for Transformation and Performance submitted a report which outlined the background to the Sustainable Swansea Fit for the Future commissioning review programme and set out the findings and proposals from reviews for the future delivery of: i) Residential and Outdoor Centres; ii) Business Support; iii) Non Schools Building Cleaning. RESOLVED that: 1) Residential and Outdoor Centres a) The new model of Option 2 be implemented which is a transformed
in house service with phased implementation of staff restructure, closure of one
site, Dan y Coed due to the backlog of maintenance issues, in July 2016 with a
view to seek an alternative operating model in the future as outlined in
Appendix A of the report; b) A Centre Manager be appointed to have overall control of the centres and to drive forward change and review the vision and strategic business plan. 2) Business Support Services a) The new model for Business Support for the Council be adopted as outlined in Appendix B of the Review report; b) The new model is delivered through in house transformation; c) The Director of Corporate Services be
authorised to implement the new model as outlined in Appendix B of the Implementation
Plan report. 3) Non Schools Building Cleaning a) The new model for Non-Schools Building Cleaning for the Council is delivered through a transformed in house model as outlined in Appendix C of the report; b) The Chief Operating Officer be authorised to implement the new model as outlined in the high-level Implementation Plan. |

Mid-Term Budget Statement 2015/16. PDF 221 KB Minutes: The Section 151 Officer submitted
a report which sought to present a statement outlining current year financial
performance together with an updated assessment of saving requirements over the
period of the Medium Term Financial Plan. RESOLVED
that: 1) The comments made in the
report be noted and the revised Resources forecast and
forecast of spending pressures be adopted in terms of future budget planning; 2) The financial forecast
in relation to the current year be noted and that
Cabinet endorse whatever actions are required in order to move towards a
balanced revenue outturn for 2015-2016; 3) Comments in relation to the funding of the Capital programme set out in the report be noted and the funding shortfall continues to be addressed by a policy encompassing all asset sales. |

Councillor J A Raynor read out the content of the petition and stated that Cabinet would need to take into account when making its decision. |

The Future of Education Other Than at School (EOTAS) Services in Swansea. Minutes: The Cabinet Member for Education submitted a report which sought consideration of the proposals in respect of the provision of Education Other Than At School (EOTAS) services in Swansea. She stated that a petition had been received and she had carefully considered its content prior to moving the recommendations within the report. Councillor J A Raynor read out the content of the petition and stated that Cabinet would need to take into account when making its decision. Councillor C L Philpott outlined the work and conclusions of the Schools Performance Scrutiny Panel held on 14 October 2015 which had conducted a pre decision scrutiny session on the Cabinet report. The Leader of the Council thanked Councillor C L Philpott for her presentation. RESOLVED that: 1) Taking into account the petition and the conclusions from Scrutiny, the recommendations as set out in the report be approved. |
