MINUTES OF THE CHIEF EXECUTIVE’S APPRAISAL AND REMUNERATION COMMITTEE

 

HELD AT COUNTY HALL, SWANSEA ON WEDNESDAY 22ND FEBRUARY 2006 AT 2.30 P.M.

8.       APOLOGY

 

          An apology for absence was received from Councillor J T Miles.

 

9.       MINUTES OF MEETINGS OF 4TH AND 21ST NOVEMBER 2005

 

          RESOLVED that the Minutes of the meetings of the Committee of the 4th and 21st November 2005 be accepted as a correct record.

 

10.     EXCLUSION OF THE PUBLIC

 

          RESOLVED that the public be excluded from the meeting during consideration of the following item of business on the grounds that it involves the likely disclosure of exempt information as defined by paragraphs 1 and 11 of Part 1 of Schedule 12A of the Local Government Act 1972.

11.     REPORT OF THE INDEPENDENT FACILITATOR AND ADVISER

 

          The Committee received the report of Richard Ollin, the appointed Independent Facilitator and Adviser, on a recommended salary banding for the post of Chief Executive.

 

          He outlined the elements of the Performance Related Pay Scheme agreed by the Council in 2003 which allowed for salary progression to occur, dependent on performance, within wide salary bands.  He outlined the expected salary banding for the Chief Executive’s post and also addressed the range of salaries to set to the banding.

 

          He also outlined the assessment of the market forces in respect of current salaries and the relevant benchmarking data for comparable Unitary, County and Metropolitan Councils.

          RESOLVED that:

 

 

(1)

based on the data and considerations presented, the post of Chief Executive be advertised within a salary range of    £140,000 - £150,000 in order to attract suitable applicants;

 

 

(2)

 

given the Performance Related Pay Scheme adopted by the Council, the salary banding for the Chief Executive to be included in applicants’ information packs cover a range of £30,000, within a band of £125,000 to £155,000.

 

 

          The meeting ended at 2.55 p.m.
